At the U.S. Department of Veterans Affairs, I have spent 17+ years operating at the intersection of law, policy, and data, most recently as a Senior Policy Analyst leading PACT Act implementation for the Military Exposures Team.

- Directed a focused review of 6,000+ Camp Lejeune contaminated water claims, identifying systemic error patterns that shaped national policy and litigation posture
- Led the TERA Data Work Group, establishing national definitions and quality control systems for toxic exposure claims across VBA
- Served as primary author of a federal presumption rule (RIN 2900-AP66) establishing service connection for Camp Lejeune-related diseases
- Represented VA in the Five Eyes Exposures Workgroup, coordinating with allied nations on military environmental exposure science
- Executed the nationwide transition of 1,200+ employees into a new performance reporting system (WATRS) and drove a 92% reduction in tracked Nehmer workload items
